Actus Policy Brief examines the diversity of RESEA implementation practices across six states, drawing upon insights from ongoing RCT impact evaluations.

Since 2021, Actus has been conducting randomized controlled trial (RCT) impact evaluations of state Reemployment Services and Eligibility Assessment (RESEA) programs. Implementation studies in six states—Colorado, Iowa, Missouri, Nevada, North Carolina, and Wisconsin—highlight the programs' success in adhering to the U.S. Department of Labor's (DOL) standards and requirements. In all six states, RESEA participants were required to undergo an eligibility review and receive services designed to facilitate access to existing federal, state, and local funding programs.


To enhance program outcomes, states employed various strategies aimed at increasing participation, optimizing meeting time, and improving access to partner programs. These strategies, informed by interviews with program staff, observations of RESEA meetings, and review of program documentation, revealed significant variation in implementation practices and service delivery across states. Key differences were observed in the following dimensions:


1. Selection Methods: States varied in how they selected claimants for RESEA participation, using either statistical profiling models or employability assessments.


2. Follow-Up Requirements: The requirement to attend follow-up RESEA sessions varied across states from no follow-ups to single or multiple follow-ups.


3. Scheduling Practices: Scheduling methods included both automatic scheduling by program staff and self-scheduling by participants.


4. Meeting Modes: States adopted diverse formats for meetings, including in-person, remote, and hybrid approaches.
