Interim findings from the Wisconsin RESEA evaluation show promising impacts.

In July 2021, the Wisconsin Department of Workforce Development contracted with Actus, and our subcontractor the American Institutes for Research, to evaluate the effectiveness of the Wisconsin RESEA program. The evaluation uses a randomized controlled trial (RCT) design to estimate the impacts of the program on claimants’ UI receipt and employment outcomes.


The Interim Report, using data halfway through the evaluation period, provides promising preliminary evidence about the effects of the Wisconsin RESEA program. In particular, the program:

  • Reduced average UI duration by 0.69 weeks.

  • Led to an average $237 in UI savings per participant.

  • Reduced likelihood of exhausting benefits by 0.9 percentage points.
